Migrate CI from Jenkins to GitHub action

General description

Current CI pipeline need to be migrated to GitHub actions due to maintenance overhead with Jenkins.

Things to notice

Pipeline should be same as it was before from the hosting VPS POV.
Try the pipeline first in a separate branch not in dev/main/prod.

Tasks

• Add self-hosted GH runner organization wide
• Add tests step with code coverage
• Add build & publish step
• Add necessary env vars to GH
• Test the pipeline

Thanks, I saw it, I will reuse the setup from there for tests.
I need to configure self-hosted runner, pushing image to docker hub etc., so I just created a new ticket and branch for that
