Description: When after the Bonner Checkmarks Profile is merged it deals with the frequency issue CELTS presented us. But there are two bonner requirement that doesn't meet with neither of the frequency. So we are going to allow the CELTS admin to manually increment and decrement them or allow them to add or drop the requirement counts. The requirement needed manually would be CLA, Summer of Service as for similar manual requirements we also want to have a choice to also assign these so we need to allow the admin to choice manual as a frequency.
