Description:
Departments should be able to request changes to their labor allocation for an upcoming allocation cycle. Before submitting a request, departments should be able to review their current allocation and propose changes to position allocations and break hours.
The request should remain pending until approved by the Labor Office.
Requirements:
Create an Allocation Request workflow.
Display current allocation alongside requested allocation.
Allow requesting changes for:
-10 Hour Primary
-12 Hour Primary
-15 Hour Primary
-5 Hour Secondary
-10 Hour Secondary
-Break Hours
Require at least one requested change before submission.
Require justification for the request.
Inform users that requests do not take effect until approved.
Display an over-allocation warning when appropriate.
