Add Annual Allocation Review Request Button #617

Description:
The Labor Office should be able to initiate the annual allocation review cycle for all departments from the Manage Departments page. This action sends a notification requesting departments to review and update their allocations before the next academic year's allocation cycle begins.
Before sending notifications, administrators should receive a confirmation dialog and the buttons main intention always is to send an annual allocation request for the next academic year.

Requirements:
Add an Annual Allocation Review button.
Display a confirmation dialog before sending.
Send notifications to all departments.
Allow cancellation before submission.
Clearly identify the academic year associated with the request.

Notes:
This initiates the annual allocation review process only.
Annual Position Review is implemented separately in Issue #618.
