General work item for YieldVault RWA: General: Document SLA/SLO targets for API uptime and latency.

Problem

Current implementation does not fully cover this capability in a production-hardened way.

Proposed Solution

Implement this task with test coverage and documentation updates where applicable.

Acceptance Criteria

• Implementation completed and reviewed
• Unit/integration (or E2E for frontend) tests added or updated
• Documentation updated
• No regressions in existing CI checks
