Expose and persist PolicyEngine bundle metadata

Track the API-consumer side of the bundle completion plan.

This should expose current PolicyEngine bundle metadata through the API, optionally validate strict bundle consistency at startup, and persist bundle metadata on created simulations for reproducibility.

Depends on PolicyEngine/policyengine.py#349, and therefore transitively on PolicyEngine/policyengine-bundles#4.
