DS-010: Add motion duration and easing tokens

Standardize micro-interaction, panel, and page-transition timing and provide
reduced-motion behavior.

Acceptance criteria

• Fast, normal, and slow duration tokens and two easing tokens exist.
• Existing landing animations consume the tokens where applicable.
• prefers-reduced-motion disables non-essential motion.
• Focus and state changes remain understandable without animation.

I would love to tackle this issue and define the motion duration and easing tokens across packages/ui/src/styles/globals.css and apps/web/src/styles/landing.css for SO4-Markets/interface. My plan is to add standardized fast, normal, and slow duration tokens along with the two primary easing tokens, update existing landing animations to consume them, and implement prefers-reduced-motion media queries so non-essential motion is safely disabled while preserving clear focus and state transitions.
