DS-019: Build a shared Select component

Add an accessible Base UI select with compact sizing, keyboard navigation,
groups, disabled items, and selected indicators.

Acceptance criteria

• Trigger, popup, item, group, and separator parts are exported.
• Arrow keys, Enter, Escape, and typeahead work.
• Popup uses overlay surface/elevation tokens.
• Tests cover selection, keyboard use, and disabled items.
