[BUG] Doctest not testing .py examples

While working on @genedan 's request here, I noticed that various existing doctests should have failed. upon further investigation, api doctests are not being executed at all

How can the bug be reproduced?

@kennethshsu would appreciate any background on whether we intended to actually test examples in the API docstrings

Yes, the intend is yes, and I don't know when it stopped, I can look into this.

@priyam0k we had worked on deleting the old stubs and creating the new templates together. do you recall any relevant info from back then that could provide a clue as to why deleting the stub files seemed to have tanked the doctesst? is this something you have bandwidth to help?
