Formatting option for HTML files not working

I am using WWD 1.3.7 in Eclipse 4.36.0

I open .html files with "Generic Code Editor" and cannot use "Format" option to properly format .html files.
Example of horribly formatted HTML:

When I select Right Click -> Source -> Format nothing happens. Invoking this option via a shortcut doesn't work either
I have tried selecting the code I want to format - still nothing.

I have all the language servers enabled:

These are my preferences for WWD HTML formatting (obviously I have tried changing these and restarting Eclipse with no improvements):

Formatting for other files (including Typescript opened in Generic Code Editor) works just fine.

Please tell me what am I missing here?
