A software testing procedure for DART to enable a minimal Continuous Integration

DART currently has 2 modes and support 4 boards. For each cross-configuration, it would be required to run multiple tests.
The idea is to provide some minimal automated testing environment, like a CI.

This commit starts to include some very basic testing capabilities:

• build: test whether dart valid configurations can be compiled
• minimal: test whether dart can complete the execution of each valid configuration.
