switching theme requires re-login

if you switch the horde theme via preferences -> global preferences -> display settings to a theme, it is applied immediately, as expected.

However, switching to any other horde app revers that change.

if the user re-login into horde after changin the theme, then it is applied properly and stable in all apps.

Reproduced. This is not specific to theme but also applies to date/time settings.
