I'm trying to enroll a Partner Center Individual developer account to publish a
free Microsoft Edge extension, signing in with a personal Microsoft account.
Every attempt is blocked by the automated "runs on trust" check:
"Microsoft runs on trust. We engage in a rigorous set of evaluation and
certification processes; as a result your request was blocked."
The block is tied to the account, not the form data — I get the same reference
number on every attempt across several days with a fully completed profile, and
I can't open a support request in Partner Center because enrollment never
completes. The same reference number (715-123225) is showing up for other
developers on Microsoft Q&A, so this looks like a systemic automated block.
