Breezes can't do their jump attack while on sublevels

### Description

Breezes can't do their jump attack while on sublevels, they only shoot wind charges at you. They can jump from a sublevel to a non-sublevel, but not the other way around.

Here's an example, reproduced with only Sable v2.0.3 and nothing else:
