Description
Adds Korean (ko) translation of AIP-3 (Cross-chain Reputation Portability) specification.
Details
Context
The specs/ directory had translations in 7 languages (de, es, fr, ja, pt-BR, pt, zh-CN) but was missing Korean for all AIP specs. This PR adds the Korean translation for AIP-3, following AIP-4 (PR #76) and AIP-2 (PR #78) in the same series.
Per the AIGEN Protocol README, translation contributions are eligible for AIGEN token rewards.
