Software updates that alter an Arbitrum chain's ability to produce valid Arbitrum blocks are referred to as ArbOS upgrades and, as outlined in the [Arbitrum DAO Constitution](./dao-constitution.md), will always require a Constiutional AIP to pass for DAO-governed chains.
