test(opencode): bound bash coverage regression

Summary

• Add an explicit bash --version readiness check before the extracted workflow-function regression test runs.
• Add a 30 second timeout around the extracted bash -c workflow-function invocation so a bad local Bash shim cannot leave pytest hanging.
