🎨 Palette: [UX improvement] Fix ARIA button nesting and add global aria-disabled button styling

💡 What: apps/desktop/src/App.tsx의 "Save Project" 비활성화 버튼을 감싸고 있던 <span role="button"> 래퍼를 제거하고, 네이티브 disabled 속성을 사용하지 않으면서 툴팁 접근성을 보장하기 위해 전역 <Button> 컴포넌트(apps/desktop/src/components/ui/button.tsx)에 aria-disabled 스타일링을 추가했습니다.
🎯 Why: 상호작용 가능한 요소(role="button") 내부에 또 다른 네이티브 <button> 요소가 포함되면 스크린 리더에서 중복/혼란스러운 트리를 생성하여 ARIA 스펙을 위반하게 됩니다. 네이티브 disabled 속성 역시 탭 순서(tab order)에서 요소를 제외시키므로, 호버 시 접근 가능한 툴팁을 제공하기 어렵습니다.
📸 Before/After: 시각적 변경 사항은 없으며, 이전과 동일하게 50% 투명도 및 cursor-not-allowed 스타일이 유지됩니다.
♿ Accessibility: 이제 비활성화된 버튼에 키보드 초점을 맞출 수 있으며 스크린 리더로 올바르게 읽을 수 있습니다. 잘못 중첩된 ARIA 래퍼가 제거되어 접근성 트리가 훨씬 명확해졌습니다.

Superseded by #634. The canonical PR now keeps the existing .Jules palette log, removes the lower-case .jules case-collision, uses the shared unavailable-action handler, and covers the disabled Save Project defaultPrevented behavior.
