What\n- Run CI on every PR (removed overly restrictive path filter)\n- Standardize Node version to 20 across CI + preview + staging\n- Fix staging workflow health check by starting the listener before probing /health\n- Make preview cleanup fork-safe (skip Cloudflare deletion when secrets are unavailable)\n\n## Why\n- Prevent missed CI runs on dashboard/contract changes\n- Avoid staging workflow failures from health-checking a service that was never started\n- Avoid preview-cleanup failures on fork PRs\n\n## Notes\n- This PR only changes GitHub Actions workflows.
