Fix PyTorch constant padding semantics

Summary:

• support NumPy-style constant values in the public PyTorch padding facade
• match per-axis edge and corner behavior against numpy.pad
• add focused subprocess regression coverage

Validation:

• added regression test for per-axis constants and complex scalar constants
• local full test execution was unavailable in this connector session; CI should validate the branch
