Patch raw PyTorch tile across public backends

This PR duplicates the already-merged fix in #3430.

The bug was that the PyTorch tile shim only patched pyrecest._backend.pytorch.tile when the selected public backend was PyTorch. #3430 already patches the raw PyTorch tile path independently of the public backend and adds the PYRECEST_BACKEND=numpy regression coverage.

Closing to avoid a redundant open PR.
