Add prompt caching and cache control options for Concentrate API.
PreviousResponseID, Include, Routing, MaxToolCalls, ContextManagement, SafetyIdentifier, Background, Truncation, Conversation fields were accidentally added to CacheControl struct. Moved to ChatOptions.
