Add LabUtopia EBench report page

Summary

• add a PM-facing LabUtopia x EBench weekly report HTML page modeled after the EOS static evidence pages
• add a docs index, GitHub Pages workflow, and dated LabUtopia POC/Lift2 planning records
• keep Franka POC wiring fixes and tests for asset override, fallback metadata, result completion, and fail-fast post-processing behavior

Verification

• python -m pytest tests/labutopia_poc -q -> 23 passed, 1 skipped
• python standalone_tools/labutopia_poc/validate_task_package.py -> LabUtopia task package validation OK
• browser visual review via cached Chromium/CDP across desktop, tablet, and mobile -> no blocking issues
