Summary

Adds an agent-ready implementation RFC for #534: opportunistic gap-analysis fetch from production on local cache miss, replacing bulk upstream GA download as the default local-dev path.

Spec-only PR — no production code changes.

  • New file: docs/rfc/local-ga-opportunistic-fetch.md
  • Covers design decisions, env vars (CRE_GA_UPSTREAM_*, CRE_GA_NO_UPSTREAM), API/UI behavior, cache policy v1 vs v2, security, phased implementation ladder with gates, and acceptance criteria
