Adds the signed DumbMoney fund kernel, Core ledger and service, research mesh, hard-capped OpenRouter gateway, private Windows release tooling, migration controls, and operator desktop.

Why

DumbMoney needs each existing engine to operate as one cohesive private-local, evidence-bearing multi-agent fund while preserving venue sovereignty and explicit authority boundaries.

Impact

This publishes the data-independent implementation into the private ObtuseAI repository. It does not install Windows services, import broker credentials, authorize live orders, or claim profitability. Those remain deployment and attended-evidence gates.

Validation

• 381 tests and 68 subtests passed.

• Release planning remained non-mutating.
