What changed
Adds the proof-carrying DumbMoney research and self-improvement loop, courts, budgets, canonical contracts, model spool, lineage, and cross-repository fund interoperability.
Why
DumbMoney needs each existing engine to operate as one cohesive private-local, evidence-bearing multi-agent fund while preserving venue sovereignty and explicit authority boundaries.
Impact
This publishes the data-independent implementation into the private ObtuseAI repository. It does not install Windows services, import broker credentials, authorize live orders, or claim profitability. Those remain deployment and attended-evidence gates.
Validation
