Currently there is no vmware_esxi provider for extensions, so you can't deploy them. This PR adds the vmware_esxi provider for deploying extensions, and it also fixes a couple issues that came up during developing it.

I also have another PR with some additional improvements that I came across while developing this one, but they aren't required for the main functionality implemented.
