Promotes [Unreleased] to ## [0.9.0] - 2026-07-15: the secret-scanner bypass cluster, apply-lock atomic publish, state-durability fsyncs, capture trailing-newline fix, sync error propagation, ghcli/import transport & symlink hardening, and the new `ferry restore --undo <snapshot-id>` command.
