Implements the rustTorrent-owned SwarmForge release phase from the approved migration plan.\n\n- publishes the 12-crate family under coordinated swarmforge-* 0.1.0 identities while preserving Rust import names\n- adds runtime-mutable announce-port propagation for tracker, DHT, and LSD workers\n- adds qBittorrent-compatible preference read/write behavior without listener rebind\n- records immutable old-family rollback provenance and fail-closed publication order\n\nLocal release gates passed: cargo fmt; workspace check, test, and clippy -D warnings using the repository CI exclusion for rtbit-desktop; focused API, concurrency, startup, DHT/LSD, and live UDP tracker coverage.
