Summary
More prep for new build toolchain that will be coming from our web-tools packages. es2019 will be the new default target there, but I think it makes sense to jump to that now, and cut a release prior to that larger migration

Use new versions in web-sdk and test from there

Move build target from es5 to es2019, abreaking change, but should be pretty conservative/safe

If need older JS consider not upgrading or using shims
