Summary
New build toolchain and ts compile/transpiler target merits a bigger version bump I think, but maybe not a strict major version?

Pull in and use in web-sdk and test from there
Release Notes
Should help clear up peer dependency warnings, and minumum es2019 expectation should result in a slightly more compact build, but no runtime changes intended.
