[CLIENT-5004] CI/CD: disable caching builds for feature branches in JFrog

Disabling JFrog builds reduces the costs of downloading artifacts from JFrog which is currently a major pain point..

TODO

• Delete old feature branch builds in JFrog
  • There's currently some remaining artifacts in *-generic-dev-local that seem to belong to the Python client, but I didn't remove those because there are other non-Python client artifacts that I don't want to risk removing on accident by deleting artifacts in bulk.
