Bump aima-data submodule to include zebra.cnf#1327

Updates the aima-data pointer to pick up zebra.cnf (Zebra puzzle in CNF),
which improving_sat_algorithms.ipynb reads via open('aima-data/zebra.cnf'),
plus the federalist README entry.

Updates the aima-data submodule pointer to pick up zebra.cnf (the Zebra puzzle encoded in CNF), which improving_sat_algorithms.ipynb already reads via open('aima-data/zebra.cnf'). The CNF was verified satisfiable with the canonical solution (Japanese owns the zebra, Norwegian drinks water). Also includes the federalist README entry merged on aima-data.
