This fixes #1157 by setting the version to 9999.9.9 if we're in a git repository without tags, which GitHub creates when you make a fork for some unfathomable reason. I think an obviously invalid version is better than trying to bodge something together using the current date or that of the commit, so that it's clear that this isn't a properly supported released version.
