fix: refresh SSO integration submodules

Summary

• update the admin-api, CLI, testing, and task submodule pointers for the SSO integration
• build the admin-api image with the admin-api commit tag instead of the operator tag
• include readiness, test-runner, and pinned GitHub Actions fixes validated in the local Lima Kind cluster

• task --dry admin-api resolves the image tag from the admin-api gitlink
• git diff --check
• admin-api image workflow parses successfully as YAML
• rendered StatefulSet manifests accepted by kubectl apply --dry-run=client
• ./testing/tests/11-sso-mock.sh kind in Lima/Kind: transient 503 retried, subsequent login 200, exit code 0
• full test runner verified to propagate failed child exit codes

Notes

This PR remains open and depends only on the still-open admin-api workflow pinning PR #29.
