Centers every section title in the action page's right rail — Action/Step Status, Focus, Arc, Due date, Priority, Estimate, Tags — within the sidebar.

Per the v04.3 experience-consistency arc, the shared title treatment is also hoisted into a single SIDEBAR_TITLE_CLS constant used by both the status panel header and the Field component (color remains per-use: adobe for the status panel, faint ink for plain fields), so the styles can't silently diverge again.

Verified with a Playwright drive: all 7 titles compute text-align: center and sit centered in the rail at desktop (1400px) and mobile (390px) widths; tsc -b clean.

The right-rail section headers (Action/Step Status, Focus, Arc, Due
date, Priority, Estimate, Tags) were left-aligned and their shared look
was duplicated across the status panel and the Field component. Center
them within the sidebar and hoist the treatment into one
SIDEBAR_TITLE_CLS constant (color stays per-use) so the titles can't
drift apart again — the v04.3 experience-consistency goal.

Reverts commit 4e11c79 (PR #92). Centering the right-rail section
titles (Action/Step Status, Focus, Arc, Due date, Priority, Estimate,
Tags) was judged the wrong move — the titles return to left-aligned,
and the SIDEBAR_TITLE_CLS constant the change introduced goes with it.
docs/decisions/PROG-120.md records the reversal so the centering isn't
reintroduced.
