Reviewed the HarfBuzz_jll compat bump. Local verification with HarfBuzz_jll v100.14002.1+0 passed: TeXLayout/HarfBuzzExt precompiled, HarfBuzzShaper produced GlyphID boxes, full Pkg.test passed 1308/1308, and the new libharfbuzz exports every C symbol used by ext/HarfBuzzExt.jl.
