Bumps the pkg/chains/public submodule ded52679cd162d, pulling in drpcorg/public#234. This is the only commit the bump brings in.

That PR adds validate-peers: false to the flare chain settings. Flare runs go-flare (Avalanche/coreth), whose C-chain EVM RPC always returns net_peerCount: 0x0 because peering happens at the Avalanche P2P layer. With peer validation on, both flare and flare-testnet upstreams are permanently reported as IMMATURE despite being fully bootstrapped and synced. avalanche and kite (also Avalanche C-chains) already carry this option; flare was missed.

No code change — submodule pointer only.
