Bugfix: update copyright checker to use docs_sources

Bugfix

Description

Updates copyright_checker to reference //:docs_sources filegroup instead of the "docs" directory directly. This ensures consistency with other S-CORE repos and properly uses the auto-generated filegroup from the docs() macro.

Also adds copyright headers to all files where it was missing.
