Improve tracker stability when releasing modifiers

Summary

• Flush the final window position or size when move/resize ends, including the last mouse delta on modifier release
• Enforce a minimum window size (50×50) while resizing to avoid invalid AX updates
• Depends on Fix compile errors by importing CoreGraphics #53 and Modernize project for recent macOS versions #54 until those land on develop

Test plan

• Unit tests pass locally (17 tests)
• Manual test: move window with modifier, release — window stays aligned with cursor
• Manual test: resize window, release — final size is applied
• Manual test: resize cannot shrink below minimum size
