This PR updates the azure.yaml azd configuration to display a GitHub Issues URL (and guidance text) to users before provisioning, so they know where to file deployment issues with logs.
Changes:
- Add a
preprovisionhook that prints a deployment-help message for both Windows (pwsh) and POSIX (sh). - Display the repository Issues URL prior to provisioning.
