Moves main from 2.0.14-dev.{height} to 2.1.0-dev.{height}. The preserved release/v2.0 branch keeps 2.0 for stable fixes until 2.1 goes GA.

Advance NBGV metadata to the 2.1 development line and document the versioned release branch strategy.
