Bring the Chinese redirects page description up to the 130-character SEO minimum.
Changes
zh/create/redirects.mdx: expanded description from 129 → 150 characters while preserving meaning.
Context
Audited the three files changed in #6316 (create/redirects.mdx, fr/create/redirects.mdx, zh/create/redirects.mdx). The English (138 chars) and French (160 chars) descriptions already meet the 130–160 target; only the Chinese description was 1 character short.

Overview
Updates the frontmatter description on zh/create/redirects.mdx so it meets the ~130–160 character SEO target (it was one character short).
The new copy keeps the same meaning while adding “规则”, switching “保护” to “保留”, and clarifying broken links as “读者遇到失效链接” instead of the shorter phrasing.
