Consolidates New Relic synthetic monitoring private location capabilities that are spread across many install and configuration pages into one page, grouped by problem area: security and hardening, compliance, networking, extensibility, scaling and operations, and automation. Includes a capability matrix and a "Not supported" section (Kerberos auth and custom hostnames are not private-location features). Adds a sidenav entry under Private locations.
