Overview
Raises the Codecov project coverage gate from 70% to 80% in codecov.yml, and drops the old TODO about stepping the target up once coverage crossed 80%.

CI still uploads coverage the same way; Codecov commit/project status will now fail when overall coverage is under 80%.
