This PR updates paragon to fix axios related security issues https://github.com/openedx/frontend-app-admin-console/security/dependabot?q=is%3Aopen+axios+

Dependabot reports

"The latest possible version that can be installed is 0.30.3 because of the following conflicting dependencies."
Transitive dependency axios 0.30.3 is introduced via @openedx/paragon 23.19.2 axios 0.30.3
