Documents the jemalloc_background_thread [general] option added in pgdogdev/pgdog#1260 — adds a Memory section to the general config reference (configuration/pgdog.toml/general/#jemalloc_background_thread), the anchor the code's doc-comment links to.

Refs pgdogdev/pgdog#1230.

Moved to draft. Following review on pgdogdev/pgdog#1260, the jemalloc_background_thread option is being dropped: background threads are now enabled unconditionally at startup instead of behind a config knob, so there is no option left for this page to document.

Keeping it open rather than closing it in case the final shape of that PR needs a docs change after all — happy to close it once #1260 lands.
