Summary

Promote Will Smith (@willdavsmith) to maintainer for the radius-project/radius subproject by adding him to the Radius maintainer roster.

Reason for change

Will is already an approver for radius-project/radius and a maintainer for radius-project/samples. His sustained contributions meet the maintainer requirements:

• Deep understanding of the project and its technical domain: authored 211 merged PRs in radius-project/radius, including the Flux controller for GitOps, direct-module recipe support, and x-ms-client-flatten support in the Bicep type generator.
• Sustained contributions to design and direction: authored the Radius.Compute/containerImages design, the output-resource identity phased design, and architecture diagrams for Radius services and the CLI.
• Proposal review and identification of subtle issues: provided substantive design feedback on direct-module recipes, external AKS/EKS deployments, and application graph behavior, including supply-chain, state persistence, sensitive-data, and consistency concerns.
• Responsibility for implementation and project health: delivered the DeploymentTemplate controller, rootless BuildKit runtime support for Radius.Compute/containerImages, and a custom Git backend replacing Gitea in functional tests.

After approval, an organization administrator will still need to add @willdavsmith to the maintainers-radius GitHub team and apply the corresponding repository permissions. The Radius CODEOWNERS file references that team rather than individual users.
