feat: add Command Code CLI package

Summary

• package the genuine command-code@1.1.0 CLI as a command-only agentOS registry package with all four upstream aliases; ACP remains out of scope
• close the Node compatibility gaps required by the CLI, including named fs/promises.glob, blank console lines, and uncatchable synchronous/async process.exit()
• add a runnable example, VM end-to-end coverage, and a green/yellow/red Native Linux vs agentOS vs direct Cloudflare Worker support matrix
• verify local TypeScript and pinned npm mod installation end to end, and document the current self-update limitation
• document that the upstream npm artifact is marked UNLICENSED and requires redistribution review

Validation

• package build, package tests, example typecheck, and focused VM tests pass
• local TypeScript mod install passes in a minimal VM; pinned npm mod install passes in a standard VM with the default common software
• authenticated live test accepts the API key and reaches the hosted model boundary; the tested account had insufficient credits for a completed generation
• Rust checks and formatting pass for the affected runtime crates
• website production build passes and the live docs page renders the colored matrix
• workspace-wide pnpm check-types remains blocked by the existing missing Codex WASI artifact prerequisite
• current required CI also fails on main for unrelated Codex artifact, clippy, and benchmark-gate issues
