Adds docs/adding-a-dash-app.md - a step-by-step checklist enumerating every touchpoint required to ship a new web dashboard (7 steps across app dir, Android sync, Android registration, string resources, iOS sync, iOS registration, and iOS asset catalog).
Dependencies: References the perf harness (#161), manifest validator (#163), and bridge contract doc (#168). Cross-reference links resolve after those PRs merge.
